Champions Online Will Have User Created Content (Even Microsoft Approves)

In the latest Champions Online developer blog, Cryptic Studios has revealed that there will be user-created content in their MMORPG Champions Online, and even more shockingly, the Xbox 360 version will have it too.
There have been many mentions of tools being developed for player use, in terms of modding and creating content. Though player-generated content may not be viable on release, would it be reasonable to expect the players to submit content to Champions Online in the future, or an expansion? (Kalt)
Jackalope (Chief Creative Officer): Cryptic certainly believes that there’s no better place to find creativity than the players themselves. And we do believe that user generated content is an important part of our future games. As time passes and our features become set, we’ll certainly be introducing them to Champions Online players. While at the moment, Champions Online scratches the surface with the Nemesis system, costume creation, power selection and power customization, look to see us continue to open the door for more player-generated material.
How worried should console gamers be since this has not received the concept approval from Microsoft? (samuraiwahoo)

There must be some jaws dropping from various developers - especially Mark Rein at Epic Games - that Microsoft actually approved this so (relatively) quickly. To give some perspective, how often do you see a PC MMORPG allowing user-create content out-of-game?
